Building Public and Private Partnerships to Enhance Biosecurity in Latin America

Concentric by Ginkgo Bioworks is a leading biotechnology company specializing in advanced early warning systems for detecting pathogens. With cutting-edge technology, Ginkgo is developing an adaptive infrastructure system that effectively informs communities about critical public health changes, enabling them to proactively prevent, detect, and respond to potential pathogen outbreaks.

As a trusted advisor for the Latin American region, Ara plays a pivotal role collaborating with Ginkgo. Ara’s expertise lies in facilitating valuable connections and fostering productive relationships between Ginkgo and key stakeholders in Mexico, El Salvador, Honduras, Colombia, and Ecuador.

“By leveraging a unique blend of approaches and assembling a team of experts based in Boston, Mexico, and El Salvador, Ara assists Ginkgo in conducting intelligence research on public health and economic challenges. This research enables decision-makers to gain valuable insights into the pressing issues they face.”

Additionally, Ara helped map out the key stakeholders in the region and identified their specific institutional requirements. Armed with this in-depth understanding, Ara worked alongside Ginkgo to develop tailored strategies aligned with local health regulations and political nuances, building durable trust among ministerial counterparts.

Through their joint efforts, Concentric by Ginkgo Bioworks and Ara are making significant strides in empowering communities across Latin America to proactively address public health threats and safeguard the well-being of their populations.

Case Study 02 • Inclusive Market Governance

Improving Access to Data and Information for Businesses in Honduras

Ara has been instrumental in helping the Chamber of Commerce and Industry of Cortés (CCIC) in San Pedro Sula develop a mechanism to empower the private sector with access to vital market and economic information. Our goal is to level the playing field and enable Small and Medium Enterprises (SMEs / PyMEs) to compete effectively with larger players.

Honduras, like many emerging economies, faces severe challenges regarding obtaining and utilizing reliable data for business purposes. The lack of reliable and accessible information creates significant structural barriers for SMEs, hindering their ability to make informed investments and adapt to market dynamics.

“We firmly believe that access to information is a fundamental right for all businesses, regardless of their size. Solving this issue required collaborative efforts across both public sector agencies and private business guilds to secure broad-based buy-in.”

— CCIC Joint Initiative Brief

One of Ara’s key contributions was advising and guiding the Chamber on how to engage stakeholders from both public agencies (central banks, economic ministries) and private trade guilds. Recognizing that solving this issue required collaborative governance, Ara facilitated multi-party roundtables and fostered institutional agreements.

With stakeholder commitment secured, Ara helped establish a dedicated implementation task force comprised of data scientists, economic analysts, market researchers, and software engineers to engineer a sustainable data ecosystem for Honduran entrepreneurs.
